Abstract:
This study analyzes the impact of Information and Communication Technologies (ICT) on higher education in Baja California before and after the COVID-19 pandemic. It highlights the increased internet connectivity and the adoption of laptops as essential tools for remote education. Despite these advancements, challenges like connection failures and lack of peer interaction persist. The findings indicate a need for enhanced training and support for both students and teachers, particularly in using less familiar educational tools. The study underscores the importance of improving technological infrastructure, promoting digital literacy, and developing effective pedagogical methodologies to ensure meaningful ICT integration. Furthermore, the analysis suggests hybrid learning models combining online and face-to-face instruction could address diverse student needs and preferences. The research concludes with recommendations for continuous investment in connectivity, device access, and ongoing professional development to foster a resilient and effective educational environment.
